The Bode City Council met in regular session Monday February 6, 2023 at 5:30PM in the council chambers. Council members Tepner, Miller, Hasfjord, and Rongved were present. Absent Fulwider. Also, present Thomas Madden from SEH Engineering firm. Mayor Peterson called the meeting to order, a motion was made by Rongved, second by Tepner to approve the agenda as posted. All ayes, motion carried. A motion was made by Miller, second by Tepner to approve the minutes from the previous meeting. All ayes, motion carried.
Thomas Madden presented the council with a Sanitary Sewer System and Wastewater Treatment improvement Facility Plan Report. The report identified DNR implementations to reduce Inflow & Infiltration (I&I) in our system. This report viewed our existing wastewater condition. It also gave several options that would address and improve our I&I into the system. These improvements included rehabilitation/repairs on our current sewer lines with an estimated cost of 657,400; to adding a third cell to our lagoon with an estimated cost of $1,034,188. Discussion on manhole rehabilitation along with location of third cell lagoon were discussed. Thomas will provide additional cost to the report that would cover manhole rehabilitation and also the cost to acquire additional land if needed for the third cell. Funding through the USDA and also CDBG were discussed. City Clerk will invite Shirley Helgevold form Midas Council of Government to our April Council meeting, CDBG funding maybe available in phases to offset some cost from the end-user.
City Maintenance, Todd McMahon informed the council that the Kubota Tractor should be arriving this spring as planned. He also addressed the need for all residents to tie their garbage bags before placing them on the curb for garbage pick-up. If bags are not properly tied or very heavy, he will leave the bags for the occupant of the household to properly set them out. Vehicles left parking on streets during inclement weather was also discussed, according to the city ordinance the city should be able to tow any vehicle unattended that impedes snow removal. City Clerk will contact our attorney to advise on this matter.
This being the time and place for the public hearing on the Proposed Property Tax Max levy; there were no citizens present and no written items disputing this tax levy. Following review, a motion was made by Miller, second by Tepner to approve the Property Tax Max Levy as published. All ayes, motion carried.
A motion was made by Miller, second by Tepner to Approve Resolution # 2023-03 A RESOLUTION APPROVING THE MAXIMUM TAX DOLLARS FROM CERTAIN LEVIES FOR THE CITY’S PROPOSED FISCAL YEAR 2023/2024 CITY BUDGET. All voting aye: Hasfjord, Miller, Tepner, and Rongved.
City Clerk informed the council that Senate File 181 may effect certain valuations on the City Budget, so we will wait for completion on the budget once we receive notice from the Department of Management on what valuations will be used.
Nuisance at 105 2nd street was discussed, the owner of the property has not replied to the city; through efforts of certified letters and messages. The city has received options from our attorney on this matter, Mayor Peterson and City Clerk will discuss these options and bring back to council in March.
A motion was made by Rongved, second by Tepner to approve a $250 donation to Upper Des Moines Opportunity. All ayes, motion carried.
